1. Goals and objectives of the tournament.

1.1. Popularization of spinning fishing a predatory fish in Russia and the Republic of Tatarstan.

1.2. Active and healthy lifestyle outreach.

1.3. Popularization of careful attitude to fish and nature.

1.3. Identify the strongest spinning teams according to the "TOTAL SPINNING. Kazan 2018 ».

1.4. Increase the fishing skills of fishing spinners and experience exchange in the current trends of fishing sports development.

2. Tournament management.

2.1. General management, organization and holding of the tournament "TOTAL SPINNING. Kazan 2018", carried out by "Regional Spinning League. The Volga region" LLC.

2.2. Preparation and organization of the tournament "TOTAL SPINNING. Kazan 2018" is entrusted to the organizing committee of the tournament, headed by Chairman Maslov R.A.

2.3. Direct hosting of the tournament is entrusted to the Main Jury, consisting of:
- Panel of judges Chairman - Maslov R.A.,
- Chief arbiter - Garipov O.N.,
- Deputy main judge - Gainullov M.F.

3. Time and venue of the tournament.

3.1. The tournament is held on 9-11 August 2018 in the water area of the Kuibyshev reservoir (the largest reservoir of the European part of the Eurasian continent), at the Berezhok recreational compound in the Laishevsky district of the Republic of Tatarstan (coordinates - 55.493369, 49.086906, 33 km from Kazan ).

3.2. The catching area is defined by locks downstream and upstream from Berezhok recreational compound (passing through locks is prohibited).

3.3.Short description of the reservoir: area - 6450 km2, volume - 58 km3, length along the Volga mainstream - 580 km, maximum width - 30 km; the average depth is 9 m, the largest is 39 m, the peak-to-peak swing of the water-level is 6 m. The flow strength changes from medium to total absence, depending on the operation of the waterworks. The bottom is sandy, sandy-stony, sandy-silty, and stony, in places silt. The bottom relief is defined by large drops of depth. In some places there is water flora. Flood meadows are widespread. The reservoir fish fauna is represented by traditional Volga species. Quite often there are predatory fish, reached their maximum natural size - it is catfish, pike, pike perch and other predators.

4. Terms of the tournament.

4.1. Everyone is allowed to participate, on receipt of applications submitted to the Organizing Committee before the start of the Tournament. The age of the participants is not less than 14 years old.

4.1.2. Teams registration procedure is made in two categories: "BASIC" and "OPEN".
The category "BASIC" is assigned to the teams that registered in the main "Participants Summary Table" (within the 100 teams) and confirmed their participation by paying the "Registration fee". In the category "BASIC" there can be teams consisting of 100% of the citizens of the Russian Federation; teams from foreign countries; teams carrying the status of "Tournament Sponsor team", as well as mixed teams with captain who is a citizen of a foreign country.

The category "OPEN" is consist of teams carrying the status of "Tournament Sponsor team", foreign countries teams and mixed teams with the captain who is a citizen of a foreign country that teams which could not get into the first 100 of the main "Participants Summary Table".
All participants have absolutely equal rights and can claim for the tournament "Prize fund" announced by the Organizing Committee.


4.2. Participants pre-registration is carried out online and must be opened no later than 60 days before the start of the tournament. Pre-registration ends at 24:00h on July 22, 2018.

4.2.1. Maximum number of the Teams in the tournament - 100 + teams of the category "OPEN".

4.2.2. If the Team on pre-registration got into the "waiting list", it can be moved to the main "Participant Summary Table" only to the place of the team that did not confirm its participation during 14-day period (did not pay the "registration fee"). Teams are transferred in order of priority, beginning from the top of the "waiting list".

4.2.3. Priority in registration is possessed by a team carrying the status "Tournament Sponsor team". If there are no empty places in the main "Participant Summary Table" and the team is in the "Waiting List", it still goes to the main lineup of the participants in excess of the established limit - 100 teams and is registered in the category "OPEN". The status of the "Tournament sponsor team" is confirmed by an official application from the Sponsor sent to the Tournament Organizing Committee.
The sponsor has the right to intercede for only one team.
Official Sponsor has the right to intercede for two teams.
The general sponsor is entitled to make petition for three teams.

4.2.4. A team from a foreign country or a mixed team whose captain is a citizen of a foreign country that did not make registration in time and get in “Participant Summary table” and is on the "waiting list" will be included to the main lineup of participants beyond the established limit of 100 teams and registered in category "OPEN".


4.2. The purposeful "Registration fee" for participation in the Tournament is 5,000 Russian rubles from each team. The entire amount of the "Registration fee" will be fully distributed, as prizes, to the best teams of the tournament, who got 1st, 2nd, 3rd place (according to the tournament results) in the ratio of 35%, 25% and 20% of the amount of "Registration fee", as well as teams winning a category "Tournament largest live fish" and "Tournament largest "valuable" fish, will get "10% of the amount of the" Registration fee", to each.

4.3. Registered teams should pay "Registration fee" within 14 calendar days after registration, and teams that submitted applications on the "waiting list" within 3 days after transferring the team from the "waiting list" to the main part of the "Participant Summary table", but not later than end of the pre-registration date - July 22, 2018.
In case of withdrawing the team from the competition, no refund of "Registration fee" will be provided.

4.4. Tournament participants determine their place of residence independently. Accommodation is possible at the Tournament venue, at the "Berezhok" recreational compound, in the houses. House booking must be done before July 15, 2018 online at http://beregok.com/. It is also possible to stay in the camping area on the compound territory. The camping area is located in electrified and protected area, which has enough space for 15 tents (4-6 man).

4.6 Each participant at the tournament area must attend all official events (Tournament opening, draw procedure, weighing, summing results, etc.).

5. Rules and order of the tournament.

5.1. The tournament is held in accordance with the Rules of the “TOTAL SPINNING Kazan 2018, Open tournament of catching predatory fish by spinning from a boat”. You can familiarize yourself with the Rules at www.total-spinning.ru.

5.2. The tournament being held in two days, in two rounds of 8 hours each; in case of force majeure circumstances (such as: thunderstorms, hurricanes, etc.), the tour is deemed to be held if its duration exceeds 4 hours. Competition is considered valid if at least one round took place.

5.3. The "Start-Finish" area will be in the immediate vicinity of the Tournament Main Stage, near to the pier on the beach of recreational compound and marked using special signs.

5.4. The team must have its own boat equipped with the necessary rescue equipment by the number of people in the boat. The participants are recommended to wear a life jacket in case of strong wind and high waves.
The boat is usually driven by the "Captain" who must have all the operating papers for small vessel of the appropriate class, as well as all registration documents for the boat and motor.

5.5 The dimensions of the boat and motor are not limited, but they must ensure safety on the water.
5.6 Fish capturing documentation is carried out only by video recording (action cameras, video recorders, etc.) with subsequent fixing of “markers” and writing the captured fish to the protocol. There must be at least two video recording facilities for each boat. Be sure to confirm the location of the hooks in the fish’s mouth or the head, except for the self-release in the landing net. It is strictly forbidden to stop video recording even when moving from "point" to "point". Teams must continuously record all their actions from "start" to "finish" avoiding controversial situations.
Teams independently select video recording facilities and make video recording throughout the Tournament.

5.7. Start of the teams is carried out sequentially in accordance with the Team registration "starting number", 5 boats at once with an interval of 30 seconds. The interval between the starting pairs can be changed by the decision of the Main referee panel. In the first round, the Start begins with the team number 1, in the second round - in the reverse order, starting from the last number.

5.8 If the team is late for the finish line up to 10 minutes, it will be fined 5 points for each minute. If the team is late for more than 10 minutes, the result does not count.

5.9 Teams are strictly forbidden from:
- going into the water in a state of intoxication of any kind
- using more than one bait in tackle
- using spaced gears (diversion leash, drop shot)
- fishing by steep lure;
- using more than one hooked bait which can be equipped with no more than three single, three double or three triple hooks; hooks can only be fixed on the bait or suspended from it by means of a winding ring,
- trolling (tracking)
- leaving the bait in the water while the fishing rod is on the boat;
- using living and dead fish, animals, worms, insects, etc. as bait or attachments to hooks
- violating the boundary of the fishing area of another team, crossing it, or throwing a bait;
- towing the boats, except cases of life and health danger
- approaching, during the round, to the participants boats, as well as to any other boats, ships at a distance closer than 50 meters
- making maneuvers on a gliding mode or close to it, and also to make a sharp start or turn at a distance 100 meters from the boats to other players in the tournament, at a distance of 50-100 meters to the other participants water craft, is permitted to drive only in displacement mode;
- using the haggard to extract the caught fish;
- go ashore from the boat without the permission of the arbiter.
- parking and fishing in the navigation pass area, however it is allowed to cross the water area fairway zone along the shortest path.
In case of violation of these statements, the catch of the team that committed the violation for the past tour is equated to zero.

5.9.1. Any elements of the “Team play” are forbidden to all participants during all the time of the tournament (see "Tournament policy"). It is forbidden to transfer information to members of other teams, as well as receive information from other participants and other persons, detailed information (with coordinates "points") about the places of catching fish species, which are counted according to the Rules of the Tournament.

5.9.2. Communication, photo and video recording. 5.9.2.1. During the rounds (from "start" to "finish") all teams are prohibited from radio and telephone communication, as well as various types of correspondence via sms, mms, various messengers and social networks. On the boat all phones should be switched off. It is allowed to call The Organizing Committee Panel of Jury members to provide technical assistance, to call the rescue service, as well as to inform the Panel of Jury about violations of the rules, or to consult on points in dispute, while assessing the possible illegal actions of other participants. Each team should write its own connection via mobile phones to the given protocol, indicating the addressee of the call, time and duration.

5.9.2.2. Participants are allowed to take pictures during rounds (from "start" to "finish") using only cameras or other photo and video equipment.

5.9.2.3. During competitive rounds and training days, participants should not prevent the admittance of 2 people interviewing crew. Such interviews during the tours should last not more than 10 minutes.


5.10. Each round a team allowed bringing to count, 5 species of fish, one of each type, of the following sizes:
- pike - not less than 45 cm,
- pike perch - not less than 40 cm,
- asp - not less than 40 cm,
- bersh - not less than 25 cm,
- perch - not less than 20 cm.
Following the results of two rounds, the team must catch, make video recording and provide for weighing 10 fish (2 fish each of 5 species).

5.11. The fish is measured from the tip of the snout to the last scales of the tail fin root. Preliminary measurement is done by the team itself. Panel of judges provide measurements only to those fish that the team is ready to fix in the tournament protocol. If a team provides for the measurement several fishes for the choice of judges, the team is fined 10 points for each fish, which will not be fixed by the judges in the tournament protocol.

5.12. The fish is weighed in the "Weighing Area" determined by the Panel of Jury. Fish is weighed in a separate container provided by the Tournament organizers.

5.13. Bringing for weighing "live" fish is welcomed. For each fish specimen presented for weighing "alive", the team receives a bonus coefficient of 1.2 to points for this fish.

5.14. For each type of fish presented for weighing, the team is awarded 10 bonus points. A smaller fish is not counted. When giving a fish for weighing by 1 cm smaller than that specified in clause 10.1, the team fined 10 points; less by 2 cm - 20 points, and so on ..

5.15. After the weighing, the "live" fish is released into a special pool, or into a pond.

5.16. To save the life of fish, team can arrive for early weighing no more than 5 times per round. Early weighing of "live" fish ends 1 hour before the finish of each round

5.17. After the weighing procedure, all fish placed in a special pool are released into the pond within an hour.

5.18. Message to the Tournament participants. Tournament organization team point to the fact when catching a larger fish, it is recommended to release the smaller one. We will be thankful and immensely grateful to all participants for the maximum possible preservation of fish life and for forwardness to follow "Catch&Release" principle.

5.19. The Panel of Jury members can carry out verifying actions of participant teams, both on the shore and water. In the case of such a check, the team must admit to itself a commission on its first request.

August 9, 2018 (Thursday).

August 10, 2018 (Friday). Round 1.
6:00 Line up, Teams roll-call; issuance of "marker signs".
7:00 Start of the 1st Round. Boats departure to fishing area by 5 boats with an interval of 30 seconds.
15:00 Finish of the 1st round. Boats arrive to the start and finish area.
15:00 Weighing procedure.
17:00 Counting results of the 1st round ... Seminars, test drives, presentations, networking, rest.

August 11, 2018 (Saturday). Round two.
6:00 Line up, Teams roll-call; issuance of "marker signs".
7:00 Start of the 2nd round. Boats departure to fishing area by 5 boats with an interval of 30 seconds.
15:00 Finish of the 2nd round. Boats arrive to the start and finish area.

8. Tournament results calculation order and prize-winners determination.

8.1. Each round 5 species of fish of the following sizes is accepted to the count:
- pike - not less than 45 cm,
- pike-perch - at least 40 cm,
- asp - not less than 40 cm,
- Bersh (Volga zander) - no less than 25 cm,
- perch - not less than 20 cm.
As a result of two rounds, the team must catch, make video recording and provide for weighing 10 fish (2 fish each of 5 species).
Allowed fish measure counted from the tip of the snout to the last scales of the tail fin root.
The Organizing Committee reserves the right to change the minimum trophy size based on the activity of the fish at the time of the competition prior to the start of registration.

8.2 Winners are determined according to the Rules of the “TOTAL SPINNING Kazan 2018, Open tournament of catching predatory fish by spinning from a boat”.

8.3 The teams that took the 1st, 2nd and 3rd prize places are awarded with valuable prizes from the sponsors and organizers of the Tournament, as well as cash prizes, in accordance with clause 4.2. of this Regulation.

9. Placement of promotional products.

9.1. Placement and distribution of promotional products in the "venue of the tournament" is allowed only to Sponsors and Partners of the tournament, in accordance with the agreed quantity and quality.

9.2. "Tournament venues" - the Main stage; Headquarters of the Organizing Committee; "Start-finish" area; boats parking coastline; The pier located near the "Start-finish" area.

9.3. Advertising products are considered to be flags; banners; posters; stands; signs; all types of printing products; any goods and products using which public demonstration is done, publicity or exhibiting for display.

10. Volga-Kama State Nature Biosphere Reserve (VKZ). Saralinsky site.

10.1. The tournament is held in the water area of the Volga river, which borders to the territory of the Saralinsky area of the Volga-Kama State Natural Biosphere Reserve.

10.2. The Volga-Kama State Nature Biosphere Reserve of the Ministry of Natural Resources and Ecology of the Russian Federation was established in 1960. It is an environmental, scientific, research and education institution designed to preserve on its territory the unique natural landscapes of the ancient valley of the Middle Volga. Since 2005, the reserve is part of the UNESCO Biosphere Reserves system.

10.3. The Saralinsky area of the VKZ refers to specially protected natural areas in accordance with Federal Law No. 33-FZ of 14.03.1995. Violations of the established regime in specially protected natural areas are punished by federal law. A full list of regulatory documents is available on the official website of the VKZ - vkgz.ru.
Appearance of participants in the tournament and clothing.

11.1. All tournament participants without any exception must have a neat, clean outward. Sports and fishing style of outerwear is welcomed. Lower body part is acceptable for wearing - pants, tights, long (to the knee) shorts. It is allowed to wear branded equipment with logos of various manufacturers and brands.

11.2. It is forbidden to appear dressed fully unbuttoned shirt, open torso, swimming trunks and other underwear in "tournament venues" such as Main Stage, Headquarters of the Organizing Committee, "Start-finish" area, boats parking coastline, pier located near to the "Start-finish" area. As well as being in such condition in boat during round time, when the video is recorded.

12. Distinctive signs on tournament participants floating facilities.
All participants are given start number stickers settled by draws. Stickers must be placed on certain parts of the team watercraft:

- PVC boat, RIB - on both sides of the outboard engine cap.
- Metal no console boat - on both sides of the outboard engine cap.
- Metal console boat - on both sides of the windscreen or on both sides of the outboard engine cap.


13. Financial conditions.
13.1. Accommodation in the Tournament camp is chargeable.
13.2. Accommodation in the houses of "Berezhok" recreational compound is chargeable and paid by participants themselves.
13.3. Boats parking in the secure area is free of charge.
13.4. Parking of boats, cars and trailers on the territory of the "Berezhok" recreation compound is free of charge.
13.5. Floating out boats using the vehicles of the recreation compound are paid separately.
13.6. Costs associated with the organization and holding of the “TOTAL SPINNING Kazan 2018, Open tournament of catching predatory fish by spinning from a boat” is carried out at the expense of “Regional Spinning League. The Volga region” Ltd.
